Constructing the digital ecosystem can be compared to the building of the Interstate Highway system. A simple two-lane road is not sufficient, but a complex system is necessary to facilitate the efficient transport of digital learning tools and content. A commitment to IMS Global Certified products was only one beginning piece of the highway architecture, but there are multiple interchanges to be built, requiring construction phases and stakeholder commitment.
